- In order to implementing the conservation and utilization of the mountain agricultural resources, the 3rd stage government was set up in 1964 according to “the Organization Principles of the Mountain Agricultural Resources Development Bureau, Taiwan Province Government.” Afterwards, the soil and water conservation promotion team was set up to supervise and demonstrate soil and water conservation, and coached animal husbandry and slopeland overuse management of the eastern area of Taiwan.
- Hualien and Taitung area are both belong to the 7th office of Mountain Agricultural Resources Development Bureau in the beginning. Due to the huge amount of area and the loading, the 8th office was set up in 1955 which is in charge of the affairs of soil and water conservation in Taitung.
- In 1973, the organization was restructured as The 5th engineering office of Mountain Agricultural Resources Development Bureau. And rebuild the office in 1980 and 1993.
- In 1989, I the MARDB was restructured to become today’s Soil and Water Conservation Bureau (SWCB), with the main tasks of soil and water conservation, watershed management, and erosion control. And the 5th Engineering Office of Mountain Agricultural Resources Development Bureau was restructured as the 5th Engineering Office of Soil and Water Conservation Bureau.
- In 1999, the 5th Engineering Office of Soil and Water Conservation Bureau was placed under the jurisdiction of the Council of Agriculture (COA), Executive Yuan.
- In 2006, the Regulation Project of Flood-prone Areas is added to the main tasks, and the rebuilding and replacing project of office building is planning nowadays.
- In 2023, the Council of Agriculture was elevated to the status of the Ministry of Agriculture, and the Taitung Branch of Soil and Water Conservation Bureau was upgraded to the Taitung Branch of Agency of Rural Development and Soil and Water Conservation.
